The reason is its India location in Mumbai – NordVPN’s server list showed 35 servers there when I checked on 28 September 2026 – which gives you an Indian IP address to sign in to your JioHotstar account while you’re abroad. Surfshark – Indian Servers in Delhi and Mumbai, Plus Unlimited Devices

Surfshark was the fastest VPN in my Voot tests, and it still has what JioHotstar needs: Indian servers in Delhi and Mumbai, plus plenty of UK and US locations.

Back then, my preferred method was Voot’s free plan on its website, over an Indian server.

In my test, I connected to Surfshark’s Delhi server and got buffer-less HD streams of Goblin, Flower of Evil, El Continental, and Extraordinary You on Voot.

I even tried intentionally messing up the network by pausing/playing and disconnecting the Wi-Fi to reconnect, but Surfshark held its ground.

This is due to India cracking down on tech companies and asking them to log data about their users.

Surfshark has native apps for PCs and mobile devices, as well as for Android TV, Google TV, Fire TV, and Apple TV on tvOS 17 or later. There’s no native app for Samsung or LG Smart TVs or Xbox gaming consoles, though.

Fortunately, Surfshark rises to that occasion with two other options:

• Windows hotspot: Connect the Surfshark app on a Windows PC over OpenVPN and share it as a Wi-Fi hotspot, then join that network from your Smart TV or Xbox.
• Router support: Set up Surfshark on a compatible router to broadcast a secure Indian, US, or UK server connection to your PCs, mobile devices, smart TVs, consoles, and other streaming devices.

Both options come as part of your already-affordable VPN plan, so don’t worry about having to shell out anything extra for it.

But there’s another concern. What happens when several people in the same household want to watch at once?

CyberGhost - Virtual Mumbai Location and Streaming-Optimized Servers

CyberGhost removed its physical Indian servers in 2022, when India’s new data-logging rules came in, but it keeps a virtual Mumbai location that gives you an Indian IP address.

In my Voot tests, I connected to its Indian server to watch a little of Rocketry, 777 Charlie, and KGF: Chapter 1, all without lag or buffering.

Thus, it wasn’t surprising that CyberGhost managed 37Mbps, just behind Surfshark, to finish second-fastest in those tests.

It’s worth noting that these speeds are also capable of 4K streams.

Another area where CyberGhost impressed me is its streaming-optimized servers. When I tested, its two Indian streaming servers were labelled for Netflix India and Disney+ Hotstar, and they did a fantastic job on Voot too. Disney+ Hotstar no longer exists under that name, so check the app’s streaming list for a JioHotstar entry before you rely on one.

These streaming servers are even more plentiful in the UK and the US.

That brings me to device support, given that CyberGhost has easy-to-use apps on PCs and mobile devices. You also get the streaming-optimized servers on mobile. Even if you didn’t, I tried the regular servers, and they impressed me during the streaming tests.

Here comes some mixed news:

CyberGhost’s Smart DNS was never available for India, and its own help center now says the feature is no longer compatible with streaming services, so I wouldn’t count on it for JioHotstar. Instead, you can install the VPN on your router to broadcast a secure Indian, UK, or US IP address to your smartphone, PC, Xbox console, or Smart TV.

It also falls short of Surfshark and NordVPN on devices: seven simultaneous connections, against Surfshark’s unlimited and NordVPN’s 10.

PrivateVPN - Bangalore and Mumbai Servers With Dedicated IP Options

PrivateVPN doesn’t have as many servers as any of the VPNs here, but it has an ace up its sleeve: its IP options.

To put PrivateVPN’s disadvantage in numbers, it has just 200+ servers.

That’s less than the US servers on Surfshark, PureVPN, and CyberGhost alone.

Even so, I didn’t mind, since its Indian servers (in Bangalore and Mumbai) unblocked Voot whenever I connected, and both locations are still on its server list. PrivateVPN was impressive all through the time I spent watching the Best of BWF, La Liga Highlights, Nitto ATP Finals 2020, and some PSA World Tour content.

You also get two UK locations (London and Manchester) and 12 US cities to connect to.

But there’s more with PrivateVPN.

Its apps have a dedicated IP tab. PrivateVPN offers dynamic dedicated IPs over OpenVPN on selected locations – addresses no other customer is using at the same time – alongside shared static IPs on every location.

An IP address that isn’t shared by hundreds of other VPN users is less likely to be on a streaming service’s block list, though no VPN can guarantee that JioHotstar won’t spot it.

That said, PrivateVPN falls short when it comes to device support.

Don’t get me wrong. You can still stream on the PC app, via the web, and on Android/iOS smartphones. However, you miss out on Smart DNS, which would have made streaming easier on Xbox consoles and non-Android smart TVs.

The only saving grace is that it supports routers with the OpenVPN configuration.

If you’re willing to live with that, it’s a reprieve that PrivateVPN is one of the affordable providers. I wasn’t expecting it to be expensive, considering it provides the least server count here.

It also impresses with ten simultaneous connections.

That’s enough to give every screen in a family its own Indian connection.

PureVPN - A Mumbai Location and 10 Devices Per Account

Here’s PureVPN, which kept its virtual Mumbai location when it cut back its virtual locations in February 2026.

PureVPN is the only other VPN besides CyberGhost to offer streaming-dedicated servers. The difference is it limits its optimized streaming servers to the USA alone. But that doesn’t mean the other servers aren’t great for streaming content.

In my Voot tests, I connected to one of its Indian servers in Mumbai and quickly unblocked Voot to watch the latest on Shiva vs. Storm Falcon and The Rise of Kirmada. Don’t blame me, but I ran out of options to entertain my niece while babysitting, and Voot happened to come in handy with these kid shows.

Thankfully, PureVPN isn’t only good for its Indian server – if you pick its regular servers elsewhere, you won’t be disappointed either.

One thing I quickly noticed about PureVPN was a slight delay at the start of my Voot streams, especially when streaming sports. That led to the speed test, which revealed a 27Mbps speed result.

Now, that’s not as fast as Surfshark or CyberGhost managed, but still fast enough for sustained HD streams. Even so, it may struggle with 4K streams if you have devices capable of that quality.

If the speed isn’t a dealbreaker for you (it wasn’t for me), know that PureVPN also works seamlessly on PCs and mobile devices.

Unlike the others, though, its PC and mobile apps are a bit different.

Luckily, you can get around to any setting or preferred option with a maximum of two taps.

Sadly, PureVPN doesn’t offer Smart DNS support yet.

But at least PrivateVPN offers dynamic dedicated IPs on selected locations, while PureVPN sells a dedicated IP as a paid add-on.

It’s great that it offers router support, though. Otherwise, you wouldn’t be able to get an Indian IP address on an Xbox or a smart TV that can’t run a VPN app.

The similarities with PrivateVPN continue into the allowed simultaneous connections (ten) and affordability: PureVPN’s two-year plan works out at about $2.15 a month.
