Background

Where Claude is restricted, and why

Most limits on Claude come from Anthropic, not from governments. Its Supported Regions Policy, which covers the Claude apps, Claude Code and its developer platform, leaves out mainland China, Hong Kong and Macau, Russia, Belarus and Iran, as well as Afghanistan, Cuba, North Korea, Syria, Venezuela, Myanmar and Yemen. Anthropic says using Claude while physically in an unsupported region isn’t supported, even for staff of a company it does serve.

Since September 2025 the rules follow ownership too. Anthropic said companies from restricted regions, “including adversarial nations like China”, had kept reaching its services through subsidiaries abroad, so it now refuses any company more than 50% owned, directly or indirectly, by firms headquartered in unsupported regions, wherever it operates. Companies incorporated or headquartered in those regions are excluded along with their staff abroad.

In mainland China, Anthropic’s exclusion is compounded by the censors: GreatFire, which tests websites from inside the mainland, has recorded interference with claude.ai since September 2023 and found interference in most of its tests in the three months to October 2026. The wider rollout was Anthropic’s own pacing: claude.ai opened to anyone in the US and UK in July 2023 and reached Europe in May 2024.

Method

How we test

  • Test machines on the two biggest home-internet providers in most countries open the homepage every day.
  • A failure counts only when it happens twice on the same network, while the site opens from other countries.
  • A change is published only after re-checks a few hours later and again the next day, on several machines per provider, confirm it. It’s dated from the first sighting.
  • Test machines caught getting around blocks, through a VPN or a filter-dodging tool, are set aside.
  • We test websites, mostly over home broadband. Apps, calls and mobile networks can behave differently.
