Russia has blocked the Tor Project’s website since December 2021, and China, Iran, Belarus and Turkmenistan block Tor too, along with other tools for getting around censorship.
Every day we open Tor Project from home internet connections in 24 countries, and record where it’s blocked, since when and how.
Blocked in China, Iran, the UAE, Belarus and Russia, and on some networks in Egypt and Saudi Arabia. 24 of 24 results confirmed in the last 48 hours.
Country by country
Blocked means every network we test there failed to open www.torproject.org, twice, while it opened elsewhere. “Turned away by the site” means Tor Project itself refused visitors from that country.

Background
Some Russian internet providers started blocking the Tor network on 1 December 2021, and within a week Roskomnadzor added torproject.org to its blocklist, enforcing a December 2017 ruling by a district court in Saratov. An appeal court overturned that ruling in May 2022 because the Tor Project hadn’t been summoned, but a court banned Tor again in July 2022, and in December 2022 Russia ordered Google to remove Tor Browser from its app store.
Besides the website, censors go after bridges, the unlisted entry points that let people join the Tor network when its public relays are blocked. In 2024 Russia targeted bridges and blocked hosting providers that ran them, and in June 2025 its censors began listing most of Tor’s WebTunnel bridges, as Russia moved further towards allowing only approved addresses.
Freedom House says Tor is blocked in China, and Wired described China in 2022 as the only country to have blocked it effectively; independent tests also found torproject.org blocked there in August 2026. In Iran, protests in October 2022 brought a surge in Tor use followed by a swift crackdown, and during the June 2025 war with Israel the internet was cut for a few days.
Belarus added “anonymous networks like Tor” to its list of restricted resources in February 2015, and Freedom House says Tor has been legally blocked since, though it stayed usable in practice through 2024; its use surged during the 2020 political crisis. Turkmenistan’s cybersecurity agency also blocks tools like Tor, Egypt was blocking torproject.org in 2018, and Venezuela blocked the Tor network, bridges included, in June 2018.
Get past a block
A VPN connects you through a server in another country, so a local block on Tor Project no longer applies. Where VPNs themselves are blocked, you need one that can disguise its traffic.

Questions
China and Russia above all: Wired said in 2022 that China had effectively blocked Tor, and Russia has blocked the Tor Project’s website since December 2021. Iran, Belarus and Turkmenistan also block Tor or its website, Egypt was blocking the site in 2018, and Venezuela blocked the network in 2018.
A 2017 law bans tools that let Russians reach blocked sites, which the BBC reported as a ban on VPNs and Tor. Roskomnadzor blocked the Tor Project’s website in December 2021 under a December 2017 Saratov court ruling; an appeal court overturned it in May 2022, but a court banned Tor again that July.
Not officially. A February 2015 decree lets Belarus restrict “anonymous networks like Tor”, and Freedom House says Belarus has legally blocked VPNs and Tor since then, though they remained accessible in practice through 2024. Tor use surged during the 2020 political crisis.
